Il est temps de repenser la reconnaissance des affections psychiques, d\u00e9fend la CFTC, auditionn\u00e9e par l\u2019Assembl\u00e9e.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">\u00c0 ce jour, il n\u2019existe pas de tableaux des pathologies professionnelles dites \u00ab psychiques \u00bb, seulement des maladies physiques. Est-ce \u00e0 dire qu\u2019elles ne sont pas du tout reconnues ? Si, mais \u00e0 2 conditions tr\u00e8s strictes. La premi\u00e8re est qu\u2019un lien de causalit\u00e9 directe soit \u00e9tabli entre la pathologie et le travail du salari\u00e9 concern\u00e9. La seconde, qu\u2019il en r\u00e9sulte une incapacit\u00e9 de travail au moins \u00e9gale \u00e0 25 %.<\/span><\/p>\n<p><strong><span style=\"font-size: 14pt; color: #0000ff;\"> Pas de consensus m\u00e9dical<\/span><\/strong><\/p>\n<p><span style=\"font-size: 14pt;\">Deux conditions tr\u00e8s difficiles \u00e0 remplir quand on sait que la d\u00e9finition du burn-out ne fait toujours pas consensus au niveau m\u00e9dical. Encore appel\u00e9 \u00ab syndrome d\u2019\u00e9puisement professionnel \u00bb, il pr\u00e9sente des sympt\u00f4mes qui \u00ab diff\u00e8rent d\u2019un individu \u00e0 l\u2019autre, s\u2019installent de mani\u00e8re progressive, voire insidieuse, et sont parfois les m\u00eames que ceux d\u2019autres troubles ou maladies psychiques (d\u00e9pression, anxi\u00e9t\u00e9 g\u00e9n\u00e9ralis\u00e9e, stress post-traumatique) \u00bb.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Quant au seuil de 25 % d\u2019incapacit\u00e9 permanente partielle (IPP), d\u00e9nu\u00e9 de justification scientifique, il suppose une atteinte tr\u00e8s s\u00e9v\u00e8re \u2013 les taux d\u2019incapacit\u00e9 pour un \u00e9puisement professionnel se situent g\u00e9n\u00e9ralement entre 12 et 15 %.<\/span><\/p>\n<p><strong><span style=\"font-size: 14pt; color: #0000ff;\"> Pour des crit\u00e8res de reconnaissance adapt\u00e9s<\/span><\/strong><\/p>\n<p><span style=\"font-size: 14pt;\">Face \u00e0 cela, la CFTC pr\u00e9conise d\u2019arr\u00eater, dans les cas d\u2019affections psychiques, de \u00ab copier-coller \u00bb des taux con\u00e7us pour des maladies dont les sympt\u00f4mes, traitements et d\u00e9lais de prise en charge sont identifi\u00e9s et identifiables.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Pour cette m\u00eame raison, toute \u00e9valuation de la gravit\u00e9 de la pathologie fond\u00e9e sur un tableau de donn\u00e9es quantitatives est une d\u00e9marche vaine et absurde.<\/span><br \/>\n<span style=\"font-size: 14pt;\"> Elle propose donc d\u2019abaisser le seuil requis \u00e0 10 % maximum et de retenir d\u2019autres crit\u00e8res d\u2019\u00e9valuation \u2013 comme le degr\u00e9 d\u2019alt\u00e9ration du relationnel et de la qualit\u00e9 de vie au travail du salari\u00e9 \u2013 \u00e0 l\u2019issue d\u2019une enqu\u00eate qualitative.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Troisi\u00e8me pr\u00e9conisation \u2013 et non des moindres : la simplification et, par cons\u00e9quent, l\u2019acc\u00e9l\u00e9ration de la proc\u00e9dure de reconnaissance, par un acc\u00e8s direct au CRRMP (comit\u00e9 r\u00e9gional de reconnaissance des maladies professionnelles), sans passer par la CPAM (caisse primaire d\u2019assurance maladie). Trop de longueurs d\u00e9couragent les malades et m\u00e8nent \u00e0 une sous-d\u00e9claration de ce type de pathologie.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Pour rappel, l\u2019A<a href=\"http:\/\/www.risquesprofessionnels.ameli.fr\/fileadmin\/user_upload\/document_PDF_a_telecharger\/brochures\/Enjeux%20et%20actions%202018_affections%20psychiques%20travail.pdf\">ssurance maladie a fait para\u00eetre en janvier un rapport pr\u00e9cisant qu\u2019en 2016, \u00ab 596 affections psychiques ont \u00e9t\u00e9 reconnues comme maladies professionnelles, soit 7 fois plus qu\u2019il y a cinq ans<\/a> \u00bb. Chiffre auquel il convient d\u2019ajouter les 10 000 reconnues au titre d\u2019accidents de travail \u2013 des cas de stress post-traumatiques pour la plupart. Cette augmentation est due au relatif assouplissement de la r\u00e9glementation certes\u2026 Mais l\u2019intensification comme la perte de sens du travail et, surtout, le rythme soutenu des r\u00e9organisations l\u2019expliquent aussi largement.
