{"id":1521,"date":"2018-04-02T07:51:34","date_gmt":"2018-04-02T05:51:34","guid":{"rendered":"https:\/\/cftc-dartyidf.fr\/?p=1521"},"modified":"2018-04-02T07:51:34","modified_gmt":"2018-04-02T05:51:34","slug":"les-ressources-humaines","status":"publish","type":"post","link":"https:\/\/cftc-dartyidf.fr\/index.php\/2018\/04\/02\/les-ressources-humaines\/","title":{"rendered":"Les Ressources Humaines"},"content":{"rendered":"<h1 class=\"headline__title\"><span style=\"font-size: 14pt;\">&#8220;J\u2019ai travaill\u00e9 22 ans dans les Ressources Humaines et j\u2019ai arr\u00eat\u00e9 cette tragi-com\u00e9die&#8221;<\/span><\/h1>\n<h2 class=\"headline__subtitle\"><em><span style=\"font-size: 12pt;\">40% des actifs d\u00e9clarent que leur travail affecte leur sant\u00e9, 42% des RH estiment devoir r\u00e9guli\u00e8rement agir contre leurs convictions et leurs valeurs&#8230;<\/span><\/em><\/h2>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 12pt;\">Je suis entr\u00e9 en Ressources Humaines en 1995 et en suis sorti 22 ans plus tard, estimant que la tragi-com\u00e9die avait assez dur\u00e9.<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">Le malentendu est n\u00e9 avant ma naissance (professionnelle <em>of course<\/em>) quand le service du personnel a troqu\u00e9 son nom pour devenir les Ressources Humaines. L&#8217;ancienne d\u00e9nomination n&#8217;\u00e9tait pas glamour, mais avait le m\u00e9rite de d\u00e9crire parfaitement la fonction: la gestion administrative du salari\u00e9 de son entr\u00e9e \u00e0 sa sortie. La paie, qui rel\u00e8ve bien plus de la comptabilit\u00e9, et les relations avec les <strong><u>I<\/u><\/strong>nstances <strong><u>R<\/u><\/strong>epr\u00e9sentatives du <strong><u>P<\/u><\/strong>ersonnel (Comit\u00e9 d&#8217;Entreprise et Cie) faisaient \u00e9galement partie du <em>package<\/em>. Ces t\u00e2ches repr\u00e9sentent encore aujourd&#8217;hui quasiment 80% de la charge de travail globale (comprenant les activit\u00e9s sous-trait\u00e9es et externalis\u00e9es) des RH.<\/span><\/p>\n<div id=\"entry_paragraph_1\" class=\"entry-body--paragraph-ad\">\n<div class=\"ad_spot \"><span style=\"font-size: 12pt;\">\u00a0<\/span><\/div>\n<\/div>\n<p><span style=\"font-size: 12pt;\">Dans les ann\u00e9es 80, en plein essor de la mondialisation, de la d\u00e9r\u00e9gulation et de la financiarisation&#8230; bref de la d\u00e9shumanisation de l&#8217;entreprise, on allait, d&#8217;un coup de peinture bon march\u00e9e, rebaptiser un service purement administratif et lui conf\u00e9rer en m\u00eame temps un r\u00f4le soi-disant strat\u00e9gique. On en profita pour cr\u00e9er un nouveau <em>bullshit job:<\/em> le <em>HR business partner <\/em>(en anglais dans le texte). Le <em>HRBP<\/em> (ou DRH, ou RRH) devenait le strat\u00e8ge, la cr\u00e8me de la cr\u00e8me, tandis que le reste des RH (80% quand m\u00eame) devenait un vestige du pass\u00e9, des besogneux inutiles qu&#8217;il fallait r\u00e9duire, externaliser ou oustourcer.<\/span><\/p>\n<div id=\"entry_paragraph_2\" class=\"entry-body--paragraph-ad\">\n<div class=\"ad_spot \"><span style=\"font-size: 12pt;\">\u00a0<\/span><\/div>\n<\/div>\n<p><span style=\"font-size: 12pt;\">D\u00e8s 97, les nouvelles techniques de &#8220;management&#8221;, port\u00e9es par les RH, faisaient sentir leurs effets: le nombre de licenciements pour motif personnel (faute et incomp\u00e9tence) d\u00e9passait les licenciements pour motif \u00e9conomique. Depuis cette ann\u00e9e, l&#8217;\u00e9cart n&#8217;a cess\u00e9 de se creuser. Aujourd&#8217;hui, le constat est accablant: 50% des salari\u00e9s disent \u00e9prouver du stress au travail, les troubles psychologiques li\u00e9s \u00e0 l&#8217;activit\u00e9 professionnelle sont en constante progression et touchent plus 26% des hommes et 40% des femmes, 40% des actifs d\u00e9clarent que leur travail affecte leur sant\u00e9, 41% des causes de stress sont \u00e0 rechercher dans l&#8217;organisation du travail, 59% des salari\u00e9s s&#8217;estiment perdants dans leur relation au travail, 13% des salari\u00e9s et 42% des RH estiment devoir r\u00e9guli\u00e8rement agir contre leurs convictions et leurs valeurs&#8230; Par contre, la productivit\u00e9 horaire des Fran\u00e7ais est devenue l&#8217;une des plus \u00e9lev\u00e9es des pays industrialis\u00e9s et la dur\u00e9e annuelle r\u00e9elle du travail en France est sup\u00e9rieure \u00e0 celle de l&#8217;Allemagne (1457 heures en 2007 contre 1353): et oui, les Fran\u00e7ais travaillent plus et sont plus productifs que les Allemands! Mais c&#8217;est aussi en France (parmi les pays europ\u00e9ens) que les sentiments de stress et d&#8217;\u00e9puisement sont les plus \u00e9lev\u00e9s, que la satisfaction au travail est la moins \u00e9lev\u00e9e et que le temps partiel choisi, l&#8217;un des plus puissants leviers pour lutter contre le ch\u00f4mage, est le plus bas.<\/span><\/p>\n<div id=\"entry_paragraph_3\" class=\"entry-body--paragraph-ad\">\n<div class=\"ad_spot \"><span style=\"font-size: 12pt;\">\u00a0<\/span><\/div>\n<\/div>\n<p><span style=\"font-size: 12pt;\">Toutes les \u00e9tudes n&#8217;ont pas la m\u00eame rigueur, toutes ne sont pas neutres, mais l&#8217;on pourrait aligner les chiffres sur des pages enti\u00e8res, ils indiqueraient tous la m\u00eame mauvaise direction, et avec une arm\u00e9e de r\u00e9serve de plus de 6 millions de ch\u00f4meurs, la machine \u00e0 broyer a encore de beaux jours devant elle. La m\u00e9canique est tellement bien rod\u00e9e qu&#8217;elle n&#8217;a plus besoin des RH pour la faire fonctionner. Le futur de cette fonction est son pass\u00e9, elle va redevenir ce qu&#8217;elle aurait toujours d\u00fb \u00eatre, une fonction essentiellement administrative rattach\u00e9e \u00e0 un autre d\u00e9partement de l&#8217;entreprise, probablement la finance. Les salari\u00e9s ne s&#8217;en porteront pas plus mal, mais pas mieux non plus.<\/span><\/p>\n<div id=\"entry_paragraph_4\" class=\"entry-body--paragraph-ad\">\n<div class=\"ad_spot \">\n<div id=\"dfp_inread\" class=\"dfp clearfix ad-entry_paragraph_4\"><span style=\"font-size: 12pt;\">\u00a0<\/span><\/div>\n<\/div>\n<\/div>\n<p><span style=\"font-size: 12pt;\">Lueur d&#8217;espoir, des entreprises, encore peu nombreuses, tentent de trouver un meilleur \u00e9quilibre entre la n\u00e9cessit\u00e9 de g\u00e9n\u00e9rer des profits raisonnables, la bienveillance \u00e0 l&#8217;\u00e9gard des salari\u00e9s et une plus grande int\u00e9gration positive aux \u00e9cosyst\u00e8mes (social, soci\u00e9tal, \u00e9cologique&#8230;) qu&#8217;elles impactent directement ou indirectement. D\u00e8s aujourd&#8217;hui le challenge est de faire la part du bon grain et de l&#8217;ivraie dans les th\u00e9ories, les exp\u00e9riences, les gourous et les modes.
