{"id":1287,"date":"2017-12-06T22:57:15","date_gmt":"2017-12-06T21:57:15","guid":{"rendered":"https:\/\/cftc-dartyidf.fr\/?p=1287"},"modified":"2017-12-06T22:57:15","modified_gmt":"2017-12-06T21:57:15","slug":"non-gel-smic","status":"publish","type":"post","link":"https:\/\/cftc-dartyidf.fr\/index.php\/2017\/12\/06\/non-gel-smic\/","title":{"rendered":"NON AU GEL DU SMIC !"},"content":{"rendered":"<p>Pantin, 5 d\u00e9cembre 2017<\/p>\n<p><strong>NON AU GEL DU SMIC !<\/strong><\/p>\n<p>Une nouvelle fois, en remettant son rapport annuel, le groupe d\u2019experts charg\u00e9 de plancher sur le SMIC conseille au gouvernement de ne pas octroyer de coup de pouce au salaire minimum.<br \/>\nUne nouvelle fois, la CFTC le regrette, mais comme il n\u2019est pas dans les habitudes de la CFTC de s\u2019opposer syst\u00e9matiquement et de tout contester, nous avan\u00e7ons quelques r\u00e9flexions dont certaines apparaissent en annexe du rapport.<\/p>\n<p><em>Un groupe d\u2019experts l\u00e9gitime ?<\/em><\/p>\n<p>Si la CFTC peut se r\u00e9jouir de l\u2019abandon des pistes menant \u00e0 un SMIC diff\u00e9renci\u00e9 selon les r\u00e9gions ou selon l\u2019\u00e2ge du salari\u00e9 car ces pistes auraient fait du SMIC un vecteur d\u2019in\u00e9galit\u00e9s, elle tient toutefois \u00e0 rappeler qu\u2019elle s\u2019est toujours oppos\u00e9e \u00e0 l\u2019existence de ce groupe d\u2019experts, pr\u00e9tendument objectif, estimant que ses membres ne repr\u00e9sentaient qu\u2019un seul courant de pens\u00e9e de la science \u00e9conomique, regrettant son absence de diversit\u00e9 et jugeant que le gouvernement dispose d\u2019un nombre suffisant d\u2019agents sur l\u2019analyse desquels s\u2019appuyer avant de prendre sa d\u00e9cision, sans faire appel \u00e0 un comit\u00e9 Th\u00e9odule. Ces rappels \u00e9tant faits, la CFTC avance une piste de r\u00e9forme de cette instance.<\/p>\n<p><em>S\u2019inspirer de l\u2019exemple anglais<\/em><\/p>\n<p>Vingt ans apr\u00e8s sa mise en place, l&#8217;exp\u00e9rience de la Low Pay Commission (LPC) britannique est une r\u00e9ussite. Cr\u00e9\u00e9e pour introduire au Royaume-Uni un salaire minimum, la LPC rassemble en son sein trois personnalit\u00e9s ind\u00e9pendantes, trois personnalit\u00e9s proches des milieux patronaux et trois personnalit\u00e9s issues plut\u00f4t des milieux syndicaux.<br \/>\nLes pr\u00e9conisations de son premier rapport, remis en juin 1998, ont conduit \u00e0 la d\u00e9finition pr\u00e9cise du salaire national minimum britannique. Depuis son entr\u00e9e en application, le 1er avril 1999, la LPC est charg\u00e9e de conseiller le gouvernement \u00e0 propos du salaire minimum et de formuler des recommandations sur son \u00e9volution.<br \/>\nPar ailleurs, la LPC est attach\u00e9e \u00e0 son ind\u00e9pendance tant par rapport au gouvernement que vis-\u00e0-vis de groupes de pressions.<br \/>\nC\u2019est sur ces bases, d\u00e9j\u00e0 formul\u00e9es en 2013 dans le cadre d\u2019un groupe de travail, que la CFTC propose de r\u00e9former les contours et les missions du groupe d\u2019experts.<\/p>\n<p><em>Pour une augmentation du SMIC<\/em><\/p>\n<p>Sur le fond, la CFTC ne saurait se contenter de l\u2019augmentation l\u00e9gale du Smic (que dire d\u2019un gel de celui-ci) et aurait souhait\u00e9 un coup de pouce plus cons\u00e9quent. Notre analyse se fonde sur une \u00e9tude publi\u00e9e par l\u2019Observatoire national de la pauvret\u00e9 et de l\u2019exclusion sociale (ONPES). Cette \u00e9tude qui s\u2019appuie sur une enqu\u00eate men\u00e9e en 2014-2015 par l\u2019Ires et le Credoc, r\u00e9v\u00e8le que, pour vivre d\u00e9cemment, un m\u00e9nage compos\u00e9 d\u2019une personne doit gagner 1 400 euros net par mois, et qu\u2019un m\u00e9nage compos\u00e9 de deux adultes et deux enfants doit, lui, percevoir un revenu mensuel net de 3<br \/>\n300 euros. Soit des montants tr\u00e8s sup\u00e9rieurs au Smic.<br \/>\nAvec un Smic gel\u00e9, comment se loger d\u00e9cemment (en r\u00e9gion parisienne notamment) ? manger<br \/>\nsainement ? avoir des loisirs et partir en vacances ? Comment, encore, faire face \u00e0 l\u2019augmentation<br \/>\ndes tarifs r\u00e9glement\u00e9s (\u00e9nergie, transports publics, tabac) et \u00e0 la baisse de certaines aides ?<br \/>\nL\u2019\u00e9quation semble difficilement tenable \u00e0 l\u2019\u00e9preuve du r\u00e9el.<br \/>\nPour la CFTC il est donc primordial de conserver les deux crit\u00e8res de la formule de calcul de<br \/>\nrevalorisations du SMIC.<\/p>\n<p><em>Pour un revenu digne<\/em><\/p>\n<p>La CFTC rappelle sa volont\u00e9 de voir \u00e9merger un revenu de dignit\u00e9. Reconna\u00eetre la valeur travail et<br \/>\nreconna\u00eetre son prix, ce que saint Thomas d\u2019Aquin d\u00e8s le 13\u00e8me si\u00e8cle appelait le juste salaire qui<br \/>\ndevait permettre aux travailleurs et \u00e0 sa famille de vivre dignement et d\u2019\u00e9pargner.<br \/>\nIl est hors de question, pour nous, de mettre en p\u00e9ril nos entreprises : des entreprises prosp\u00e8res, ce<br \/>\nsont des emplois et des revenus d\u00e9cents, une formation \u00e0 la hauteur des enjeux \u00e9conomiques et<br \/>\nsociaux, une protection sociale solide, etc.<\/p>\n<p><em>En finir avec une id\u00e9e re\u00e7ue : NON, le SMIC n\u2019est pas un frein \u00e0 l\u2019emploi !<\/em><\/p>\n<p>Dans son introduction, le rapport rappelle :<br \/>\n\u00ab Deux objectifs ont guid\u00e9 les travaux et les propositions du groupe d\u2019experts : augmenter<br \/>\nl\u2019emploi et r\u00e9duire le ch\u00f4mage, de fa\u00e7on durable et soutenable, et lutter efficacement contre<br \/>\nla pauvret\u00e9, en particulier celle des enfants et des personnes les plus fragiles \u00bb.<br \/>\nLa CFTC regrette cette tendance \u00e0 l\u2019amalgame, surtout si l\u2019amalgame est le point de d\u00e9part du<br \/>\nrapport ! Le Smic a \u00e9t\u00e9 cr\u00e9\u00e9 dans les ann\u00e9es 1950, non pas pour cr\u00e9er des emplois, mais pour une<br \/>\nquestion de justice sociale. Rendons au Smic sa raison d\u2019\u00eatre et laissons les politiques de l\u2019emploi<br \/>\ncr\u00e9er des emplois. Cela passe avant tout par la possibilit\u00e9 pour les salari\u00e9s \u00e0 bas revenu d\u2019acc\u00e9der<br \/>\nvia la formation professionnelle, notamment, \u00e0 des emplois plus qualifi\u00e9s et donc, mieux<br \/>\nr\u00e9mun\u00e9r\u00e9s.<\/p>\n<p>Enfin, il semble \u00e9trange, pour ne pas dire ubuesque, de penser que r\u00e9duire les revenus des<br \/>\ntravailleurs les plus pauvres (et donc les plus fragiles) serait de nature \u00e0 lutter contre la pauvret\u00e9<br \/>\nen particulier celle des enfants et des personnes fragiles.<br \/>\nLa CFTC esp\u00e8re donc que le gouvernement ne suivra pas les recommandations du groupe<br \/>\nd\u2019experts.<\/p>\n<p>Contact presse CFTC \u2013 Paul mercier \u2013 06 33 26 08 71 \u2013 presse@cftc.fr<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pantin, 5 d\u00e9cembre 2017 NON AU GEL DU SMIC !
